Implied Meaning:
In 'Karma creates Kriya', Karma refers to destiny (destined action or prarabdha-karma). Acts (Kriya) get performed according to one's destiny. That is, one's actions are dependent on one's destiny.
In 'Kriya creates Karma', Kriya refers to acts that create the destiny that one has to undergo in future births. Acts (Kriya), which are wilful and not destined, create action-destiny (karma-prarabdha) or accumulated account (sanchit). Thus, the actions we perform determine our destiny.
